The 4th Working-level Consultations on Connection of Inter-Korean Railways and Roads

The 4th contact for working-level consultations on the connection of the inter-Korean railways and roads was made in Gaeseong, North Korea, from March 10-12, 2003.

- At the meeting, the South and North had consultations on the practical ways to start work to connect the inter-Korean railways and roads, notification of the results an its use of materials and equipment for the connection work of the railways and roads, and the field trip of South Korean technical staff teams to verify the items in the notification. Based on their consultations, they adopted the following agreement.

- The agreement will contribute to transparency as it mandates to release the results after using materials and equipment for the connection work and verification of the facts.

- Also, the South and the North were able to make some progress in the work to connect the inter-Korean railways and roads by agreeing to resume the track connection works for both Seoul-Sinuiju Railway and the Donghae (East Sea) Railway that were suspended for a while.

The Agreement: (unofficial translation)

The South and the North held the fourth meeting of their working-level consultations on the connection of South-North railways and roads in Gaeseong, North Korea, from March 10-12, 2003 and agreed as follows:

1. The South and the North will start the works to connect the tracks of the Seoul-Sinuiju line and the East Sea line at the end of March from the military demarcation line inside the demilitarized zone (DMZ) and go on with the works toward their respective directions without suspension.

a. The two sides will have consultations and finalize the issues concerning the date and manner to start the works to connect the tracks of the Seoul-Sinuiju line and the East Sea line by an exchange of instruments five days before the start of the work.
b. The South will provide materials and equipment needed for the connection of tracks of the Seoul-Sinuiju line and the East Sea line through respective temporary roads five days before the start of the work.

2. In accordance with the Agreement on the Provision of Materials and Equipment for the Connection of Inter-Korean Railways and Roads, the South and the North will proceed with the notification of the results after using equipment and materials and a Southern technical staff's on-site visits.

a. The first round of field visits by a Southern technical staff will be made on the Seoul-Sinuiju line from March 20-22 and on the East Sea line during the March 24-26 period.

b. The Southern technical staff visit will consist of eight to nine members including a team leader and four to five technical personnel.

c. The North will fully cooperate so that the Southern technical staff can verify the items of notification concerning the use of equipment and materials, and to provide necessary technical assistance. In the meantime, the South will take steps to carry out repair and maintenance of the equipment at an earliest possible date based on the facts that have been verified through the field visits.

d. The Southern technical staff will visit the North via respective temporary roads for the Seoul-Sinuiju line and the East Sea line. In the meantime, the rules concerning the presentation of the list of technical staff, their personal safety and arrangement of necessary convenience will follow the precedents.

e. The North will provide a document detailing the results of the use of materials and equipment the South provided until January and the timetables of the on-site visits by the Southern technical staff five days before the Southern technical staff's departure for the North. The North will also provide a monthly report on the result of the use of the materials and equipment to the South in the name of the Working-level Council for the Connection of the Railways and Roads.

3. The South and the North will do in accordance with the Attachments 1 and 2 respectively with regard to the items and amount of materials and equipment needed to launch the works to connect the tracks of the Seoul-Sinuiju line and East Sea line, and the issue of adjusting the items and amount of the first shipment of materials and equipment.

4. The South and the North will actively cooperate so that materials and equipments for the connection of the railways and roads could be delivered and received via the temporary roads for the Seoul-Sinuiju line and East Sea line.

5. The South and the North will continue consultations by exchanges of document to resolve the issues concerning the total amount of materials and equipment to be provided to the North and the agreement on train operations.
