Text of Joint Press Release of 10th Inter-Korean Ministerial Talks

(The following is an unofficial English-version of the text of a joint press release issued following the 10th Inter-Korean Ministerial Talks. South and North Korea issued the six-point joint press release in their final plenary session at 1:00 a.m. April 30, one day past the meeting schedule, at Goryeo Hotel in Pyongyang. The chief Southern delegate was Jeong Se-hyun and his Northern counterpart was Kim Ryeong-seong.)

The 10th Inter-Korean Ministerial Talks were held in Pyongyang from April 27 to 29, 2003.

In the talks, the two parties discussed matters of common concern seriously in connection with the implementation of the historic June 15, 2000, South-North Joint Declaration and agreed as follows:

1. The South and the North reconfirm the basic spirit of the June 15, 2000 South-North Joint Declaration and will observe the joint declaration as usual and will continue to implement it thoroughly.

2. The South and the North will fully discuss the other party's position regarding the nuclear issue on the Korean peninsula and will continue to cooperate in resolving the issue peacefully through dialogue.

3. The South and the North will ensure that the "June 15 People's Festival for Unification," being organized to mark the third anniversary of the June 15 South-North Joint Declaration, is smoothly staged in an atmosphere of reconciliation and cooperation. They will promote the event on a regular basis in the future.

4. The South and the North will actively promote cooperative projects that are being implemented as agreed to between the two parties, or scheduled for implementation.

The two parties will take necessary steps to successfully promote cooperative projects, including the connection of railways and roads of the Seoul-Sinuiju line and the Donghae (East Sea) line, an opening ceremony for the construction of the Gaeseong Industrial Complex, the Mt. Geumgang tourism program and compatriotic and humanitarian work.

The two parties will hold the fifth meeting of the inter-korean Economic Cooperation Promotion Committee in Pyongyang from May 19 to 22 to discuss and resolve problems regarding economic cooperative projects.

5. The South and the North will actively seek to resolve the issues of separated families.

The two parties will hold the grand opening ceremony for the construction of a reunion center for separated families at an early date and hold the seventh round of reunion of separated families in Mt. Geumgang on the occasion of the third anniversary of the June 15 South-North Joint Declaration.

6. The South and the North will hold the 11th Inter-Korean Ministerial Talks in Seoul from June 9 to 12.
