The
'Enforcement
Decree
of
the
Law
on
the
Development
of
Inter
-
Korean
Relations
'
was
passed
by
the
Cabinet
meeting
on
June
27
and
will
be
approved
by
the
President
,
and
be
promulgated
and
effectuated
on
June
30,
the
scheduled
effectuation
date
of
the
'
Law
on
the
Development
of
Inter
-
Korean
Relations
'
.
The
Enforcement
Decree
prescribes
concrete
procedures
concerning
the
new
law
so
that
it
can
secure
substantial
implementing
forces
.
By
prescribing
the
public
notification
of
basic
plans
for
the
development
of
inter
-
Korean
relations
and
annual
implementation
plans
,
the
Decree
of
the
Law
serves
to
enhance
citizens
'
right
to
know
.
It
also
provides
an
institutional
framework
within
which
South
Korean
policies
toward
North
Korea
will
be
carried
out
in
an
effective
manner
by
prescribing
a
comprehensive
review
on
the
degree
of
implementation
of
the
annual
plans
.
The
Decree
also
substantiates
the
composition
of
the
members
of
the
Inter
-
Korean
Relations
Development
Committee
that
deliberates
important
issues
regarding
the
development
of
inter
-
Korean
relations
.
It
also
stipulates
that
the
Committee
can
have
a
working
-
level
subcommittee
which
consists
of
15
high
ranking
officials
from
relevant
central
administrative
organizations
to
assist
in
the
efficient
operation
of
the
Committee
.
The
Decree
prescribes
procedures
concerning
the
nomination
of
representatives
to
inter
-
Korean
talks
such
as
the
issuance
of
letters
of
nomination
and
terms
of
office
,
and
operation
of
a
consultative
body
with
relevant
ministries
for
the
effectual
pursuit
of
inter
-
Korean
talks
.
By
stipulating
that
the
Ministry
of
Government
Legislation
shall
review
inter
-
Korean
agreements
and
turn
down
ones
which
can
violate
the
ROK
Constitution
,
it
strengthens
legal
regulatory
measures
concerning
inter
-
Korean
agreements
.
The
Decree
prescribes
the
procedures
concerning
sending
of
South
Korean
civil
servants
to
North
Korea
,
the
suspension
of
the
effects
of
inter
-
Korean
agreements
,
and
management
of
inter
-
Korean
agreements
.
Consequently
,
it
is
expected
that
inter
-
Korean
relations
will
proceed
in
a
more
stable
and
predictable
manner
on
the
basis
of
national
consensus
and
bipartisan
cooperation
within
legal
boundaries
.
