Statement by the Spokesperson

We express our deep regret over the measures North Korea took today to limit travel across the Military Demarcation Line because they would create obstacles in production activities of South Korean companies and reduce North Korea's credibility in the international market.
Moreover, such measures are a violation of inter-Korean agreements, including those on access to and stay in Gaesong and Mt. Geumgang. They cannot be justified in any ways. The North must rescind them immediately.
We want to clearly point out that such measures are also a violation of the October 4 Summit Declaration, which the North has kept demanding us to implement unconditionally. In the declaration, the two Koreas agreed to resolve conflicts between them through dialogue and negotiation.
In regard to the measures taken by the North, the Minister of Unification proposed the North on November 27 face-to-face consultations between the representatives of two Korean authorities.
Once again, we urge the North to respond immediately to our proposal for consultations between the two authorities.
We will continue to make our utmost efforts to ensure that South Korean companies and citizens staying in the Gaesong Industrial Complex could concentrate on their production activities in a safe environment.
