The South delegation strongly demanded 3 prerequisites for resumption of Mt.Geumgang and Gaeseong tourism be met

 

 

l      On February 8, the ROK delegation compellingly insisted at the inter-Korean working-level meeting today that three preconditions – conducting a joint investigation on a South Korean tourist s death in 2008, setting up measures to prevent the same accident and establishing institutional instruments for security guarantee – should be satisfied in order to resume Mt. Geumgang and Gaeseong tourism

 

-               The DPRK delegation, however, repeated what they had said before and didn t respond to our demand, so the discussion couldn t go further.

 

l      Before giving keynote remarks, the South delegation took a moment of silence to pray for the souls of the departed Park Wang-ja who was shot to death at Mt. Geumgang around one and a half years ago and to pay condolences to her bereaved family.

 

-               The South delegation asked their counterparts from North Korea to make an official apology for the accident and to offer condolences to her family.

 

-               In addition, the South delegation made it clear that the preconditions should be met and urged the North delegation to accept our demand.

 

l      The North delegation reiterated that the accident had been caused by Park s own mistake.

 

-               The North delegation, however, expressed their regret for her death anyway.

 

-               Meanwhile, the delegation obstinately insisted that the three issues have already been resolved because they had investigated and revealed the truth of the case and had promised to prevent the same accident from happening again and to guarantee safety of tourists.

 

-               They even offered a draft of an agreement which stipulated restart of tourism to Gaeseong from March 1 and to Mt. Geumgang from April 1.

 

l      The two parties agreed to decide when the next meeting would be held through the North-South liaison office at Panmunjom.
