Agreement on the Test Runs of Inter-Korean Railway Lines

(Unofficial Translation)

The South and the North held the working-level consultative meeting in Gaeseong on April 27, 28, and May 13, 2007, and agreed as follows:

  1. Title and Date

The title is 'Test Runs of Inter-Korean Railway Lines,' and the date is May 17, 2007.

  1. The Number and Level of Participating Persons

The number of participating persons is 100 from the South and 50 from the North, and the level is ministerial (high ranking).

  1. Time of Test Runs

Test runs will be conducted from 10:30 to 15:30 simultaneously at Gyeongeui Line (Western line) and Donghae Line (Eastern Line).

  1. Test Runs Segment

The test-run segment of Gyeongeui Line (Western line) will be from Munsan Station of the South to Gaeseong Station of the North and the test-run segment of Donghae Line (Eastern Line) will be from Mt. Geumgang Chongryun Station of the North to Jejin Station of the South.

  1. Test Runs Method

The South and the North connects five passenger cars respectively to its locomotives at Donghae Line and Gyeongeui Line.

At Gyeongeui Line, North Korean passengers arrive at Munsan Station of the South overland and get into the train with South Korean passengers and leave for Gaeseong Station of the North.

At Donghae Line, South Korean passengers arrive at Mt. Geumgang Chongryun Station of the North overland and get into the train with North Korean passengers and leave for Jejin Station of the South.

  1. Events for Test Runs

Progress reports and congratulatory addresses by the two sides' chiefs will be delivered at the starting stations and then test runs will be carried out.

  1. Passage and Customs

It will be conducted in accordance with the <Provisional Agreement on Military Guarantee for the Test Runs of Inter-Korean Railway Lines on Eastern and Western Regions>.

  1. Telecommunication

It will be conducted in accordance with the inter-Korean communication along the railway. With regard to this, the South and the North connect the communication line simultaneously at the Donghae Line and the Gyeongeui Line on May 14, 2007.

  1. Inform of Test Run

The two heads of the South's and the North's stations at MDL contact each other five minutes before the trains' departure and make trains leave, and inform each other of the departure. When the train arrives, the two heads inform each other of it.

  1. Signaling

A flag signaling will be used.

Departure : Make a circle with a green flag

Stop : Make a horizontal line with a red flag

  1. Guiding the Test Run

The South's and the North's engineers get into the counterpart's train and introduce into each segment.

  1. Inspecting Railroad Facilities

Before the test runs, the South and the North inspect and reinforce railroads facilities of each side.

  1. Exchanging Documents

The list of names and pictures of passengers and statements will be exchanged through the Inter-Korean Office for Economic Cooperation and Consultation in the morning on May 16.

10:00 North Korean passengers arrive at the South's CIQ by bus and pass a customhouse

10:10 North Korean passengers depart from the South's CIQ

10:30 North Korean passengers arrive at Munsan Station and hold an event

11:30 The train of the South departs from Munsan Station

12:00 The train arrives at Dorasan Station and pass a customhouse

12:10 The train departs from Dorasan Station

12:20 The train arrives at Panmun Station and pass a customhouse

12:40 The train departs from Panmun Station

13:00 The train arrives at Gaeseong Station

13:00 - 14:30 Lunch

14:40 The train departs from Gaeseong Station

15:00 The train arrives at Panmun Station and pass a customhouse

15:30 The train passes the Military Demarcation Line

Donghae Line

09:30 South Korean passengers arrive at the North's CIQ by bus and pass a customhouse

10:00 South Korean passengers depart from the North's CIQ

10:30 South Korean passengers arrive at the Mt. Geumgang Chongryun Station and hold an event

11:30 The train of the North departs from Mt. Geumgang Chongryun Station

11:50 The train arrives at Gamho Station and pass a customhouse

12:10 The train departs from Gamho Station

12:30 The train arrives at Jejin Station and pass a customhouse

13:00 - 14:30 Lunch

14:30 - 15:00 Pass a customhouse at Jejin Station

15:00 The train departs from Jejin Station

15:30 The train passes the Military Demarcation Line

  1. The South and the North will discuss and solve the problems arise during the implementation of this agreement.
