Agreement at the First Meeting
of the Committee for the Promotion of the Special Peace and Cooperation Zone
in the West Sea
The South and the North held the first meeting
of the Committee for the Promotion of the Special peace and Cooperation Zone
in the West Sea in Gaeseong from Dec. 28 to 29, 2007.
The South and the
North have shared the view that the Declaration on the Advancement of South-North
Relations, Peace and Prosperity and the First South-North Prime Ministerial
Talks on the implementation of the summit talks should be faithfully carried
out in order to fulfill peace and co-prosperity in the West Sea, and have agreed
as following.
Article 1
The South and the North have agreed
to promote the construction of the Haeju Special Economic Zone gradually in
connection with the Gaeseong Industrial Complex.
The South and
the North have agreed to hold the Subcommittee for Cooperation on the Haeju
Special Economic Zone within the first half of 2008, and to discuss and settle
the following issues:
A. Constructing the Haeju Special Economic Zone
in phases and gradually expanding its scope
B. Drawing up a detailed
plan for the project based on the on-site survey
C. Creating a model
complex and holding a ground-breaking ceremony
D. Forging mutually-complementary
relations between the Haeju Special Economic Zone and Gaeseong Industrial Complex
E.
Establishing legal and institutional mechanisms for the construction of the
Haeju Special Economic Zone at an early date, and putting them into practice
ahead of the determination of the business plan
The South and the
North have agreed to conduct a joint on-site survey on the Haeju area in around
Jan. 31, 2008, and the North has guaranteed to provide related reference materials
and amenities necessary for the survey group s trip to facilities.
In
this regard, the two sides have agreed to hold a working-level contact in Gaeseong
at a date to be agreed in Jan., 2008, and discuss on ways to trip, number of
staff and survey measures for the survey group.
Article 2
The
South and the North have agreed to jointly develop and utilize Haeju port in
harmony with common national interest.
The South and the North
have agreed to conduct an on-site survey on Haeju port in line with an on-site
survey for the Haeju Special Economic Zone.
The South and the North
have agreed to hold a Subcommittee for Cooperation on Development of Haeju Port
within the first half of 2008, and discuss and settle the following issues:
A.
Drawing up a detailed plan for the project based on the on-site survey
B.
Promoting development of Haeju port in phases in parallel with the development
of the Haeju Special Economic Zone
C. Setting specific schedules and
measures for the repairs of existing wharfs, designation of sea lane and phased
expansion of wharfs
Article 3
The South and the North have
agreed to conduct joint fishing as soon as a joint fishing zone and a peace
zone is designated at the Inter-Korean General-level Military Talks, hold a
Subcommittee for Cooperation on Joint Fishing within the first half of 2008,
and discuss and settle the following issues:
Discussing and settling
detailed matters regarding joint fishing in the West Sea
Putting efforts
at the protection and efficient utilization of fishery resources
Managing
a joint fishing zone in a way that is mutually benefiting and contributing to
the guarantee of peace
Promoting cooperative projects such as production
of fishery goods, exchanges of techniques in such fields as processing, distribution
and fishery in the West Sea
Article 4
The South and the North
have agreed to hold a Subcommittee for Cooperation on the Han River Estuary
within the first half of 2008 in order to develop in phases and jointly utilize
the Han River estuary, and discuss and settle the following issues:
Conducting a joint on-site survey on the Han River estuary
Discussing
and setting a business plan based on the on-site survey and beginning excavation
of sand and gravel
Setting up a permanent joint organization to guarantee
an efficient promotion of joint project such as the excavation of sand and gravel
at the Han River estuary on a trial basis
Assessing environmental
effects due to the excavation of sand and gravel at the Han River estuary
Article
5
The South and the North have agreed to hold the Second Meeting of the
Committee for the Promotion of the Special Peace and Cooperation Zone in the
West Sea within the first half of 2008, and, as a way of the exchange of documents,
discuss and settle specific dates and venues for the Second Meeting of the Committee
for the Promotion, the Subcommittee for Cooperation on Haeju Special Economic
Zone, the Subcommittee for Cooperation on Development of Haeju Port, and the
Subcommittee for Cooperation on Joint Fishing.
Article 6
Revision
and Effectuation of the Agreement
The Agreement can be revised and
supplemented by a mutual consent between the two sides.
The Agreement
will go into effect from the date the South and the North exchange the document
after each side has signed the document and completed necessary internal procedures.
