2013 MOU Work Plan Presented to the President
“Settling Peace and Establishing a Foundation for a Unified Korea”
□ Ministry of Unification briefed President Park Geun-hye on its 2013 Work Plan and had a discussion session on North Korea policy and unification issues at Cheongwadae on Wednesday (Mar.27) at 10 A.M.
□ Minister Ryoo Kihl-jae emphasized the importance of garnering national consensus, maintaining strong security, and initiating the trust-building process and taking practical measures to prepare for unification based on international cooperation to settle peace on the Korean Peninsula.
□ First, ‘trust-building process on the Korean Peninsula’ entails a fine balance of security and cooperation that will induce North Korea to make the “right choice.”
□ From a long term perspective of realizing a “unified Korea” in the future, the Ministry will prepare for unification in a gradual and practical manner by tackling relatively easier tasks first.
□ On this basis, the Unification Ministry put forward nine core tasks and three cooperative tasks in order to settle peace and establish a foundation for a unified Korea considering the security circumstances and national consensus.

Normalizing inter-Korean Relations through a Trust-Building Process

Making Practical Preparations for Unification

⑨Promoting greater international consensus and support on unification through unification diplomacy

o As for the cooperative tasks among the ministries, the MOU suggested ‘establishing resettlement support system for North Korean refugees’, ‘revising education system for the next generation of a unified Korea’, and ‘negotiating the place of origin issue of the GIC products at the follow-up FTA negotiations.
