Ministry of Unification holds online
public hearing on amendment of the Inter-Korean Exchange and
Cooperation Act
- Plan to amend the Act to drive
inter-Korean exchange and cooperation going forward on the occasion of
the 30th anniversary of the enactment of the Inter-Korean Exchange and
Cooperation Act -

The Ministry of Unification will hear public opinion before amending
the Inter-Korean Exchange and Cooperation Act, which sets forth the
principles and procedures necessary for inter-Korean exchange and cooperation.
To this end, it will hold an online public hearing on the amendment
of the Inter-Korean Exchange and Cooperation Act at 2 P.M. on May 27,
2020.
In revising the Act, the Ministry intends to better
facilitate the people’s inter-Korean exchange and cooperation efforts.
Since its enactment in 1990, the Inter-Korean Exchange and
Cooperation Act has defined the principles and procedures of
inter-Korean exchange and cooperation. It has offered the basis for
inter-Korean exchange and cooperation which had been recognized as the
political question doctrine to be carried out according to law.
The amendment aims to further promote inter-Korean exchange and
cooperation by expanding the allowable scope of contacts which form
the basis for exchange and cooperation and specifying local
governments as the main agents of inter-Korean cooperation projects.
A channel for the online public hearing will be available from May
26 to 28, and anyone will be permitted to present questions and
opinions through the bulletin board of the channel.
The Ministry will duly consider the main points discussed at the
public hearing and the opinions expressed by the public and strive to
amend the Act accordingly.
