- Building Consensus with the U.S. on Policies toward
North Korea Based on the Spirit of Camp David -

□ The Ministry of Unification will host the Korea Global Forum 2023
U.S. Seminar in Washington D.C. on November 6, 2023, to commemorate
the 70th anniversary of the ROK-U.S. alliance and the signing of the
Korean Armistice Agreement.
o The Korea Global Forum is a Track 1.5 multilateral dialogue
organized annually by the Ministry of Unification since its inception
in 2010. The forum has served as a platform to gather valuable
insights from distinguished experts on the Korean Peninsula and
inter-Korean relations and facilitate constructive discussions with
the international community on matters pertaining to peace and the
unification of the Korean Peninsula.
o This year, under the overarching theme of “North Korean Nuclear
and Human Rights Challenges, and Korean Unification,” the Unification
Ministry will hold its third seminar in the United States, following
the Seoul Seminar on August 30 and the UK Seminar on September 29. The
seminar will discuss solutions to the current challenges the Korean
Peninsula is facing, including North Korea’s nuclear and human rights
issues, from the perspective of the United States.
□ This
seminar, in particular, will include in-depth discussions on
cooperation between the Republic of Korea and the United States for
promoting North Korean human rights.
o In the human rights session, Julie Turner, U.S. Special Envoy on
North Korean Human Rights Issues, Lee Shin-wha, Ambassador for
International Cooperation on North Korean Human Rights, Choi Sunyoung,
Policy Advisor to the Unification Minister, and others, will discuss
the human rights situation in North Korea, strengthening cooperation
with the U.S. and the international community to improve North Korean
human rights and accountability for human rights violations, and
solidarity for the protection of North Korean defectors’ human rights.
o The ROK and the US will exchange views on an expansive range of
topics concerning the U.S. future policy towards North Korea,
considering the approaching presidential election next year.
□ The Ministry of Unification will actively collaborate with the
international community through this international forum to foster
changes in North Korea and build a domestic and international
consensus for a unified Korean Peninsula that is free and at peace.
