o In a comment by its newspaper Joseon Sinbo September 23, North Korea said that even in socialist society competition is imperative to catch up with the world's trends. It also emphasized to concentrate on innovations in production and quality improvement in the light industry sector. It made the comment as it stressed quality competition between factories producing even small items like soap, toothpaste and cosmetics and the need to collect feedback from consumers.

o In a report session marking the 30th anniversary of service by the Pyongyang subway September 18, North Korea stressed the need to modernize and improve the management and operations of the subway since the subway plays the role not only as a means of transportation but also as a venue for indoctrination of ideology and culture.

o While acknowledging that there were a lot of difficulties in developing and operating the Najin-Seonbong special trade zone, North Korea said there was no change in its resolve to transform it into a global economic and trade zone. The comment, carried by the October issue of "Monthly Fatherland" magazine, indicates North Korea's decision to continue to develop the area that has been suffering.

o North Korea held "meetings to review technical innovation competitions" September 24 among the April 15 Technical Innovation Shock Brigades. The achievements made there by technicians and workers at every factory and enterprise were assessed in the hope that they might contribute to the development of new technologies and improvement in production processes.

o North Korea completed the construction of the basic structure for the Dudan Duck Farm September 16 as part of its policy to expand the facilities to produce and provide improved dietary side dishes for the masses.

o North Korea said through radio September 19 that a research team of the Academy of Social Sciences' Archeological Institute had discovered a mud wall, believed to have been built during the era of Ancient Joseon Dynasty (2333 b.c.-108 b.c.), at Gwangdeok-ri, Samseok zone, in Pyongyang. Upon this discovery, North Korea tried to argue that it inherited and has been developing the legitimacy of Korean history.

Relations with South Korea

o In connection with the damage caused by typhoon "Maemi," North Korea's Red Cross society chairman and the Pyongyang-side chairman of "MinhwaHyeop," an organization said to be dedicated to inter-Korean reconciliation, sent to their South Korean counterparts messages expressing their sympathies for the enormous casualties and damages the typhoon inflicted on their compatriots.

o Through the Secretariat Report No. 849 of the Committee for the Peaceful Unification of the Fatherland on September 20, North Korea denounced the remarks of the head of South Korea's opposition party. He made the remarks in the United States to the effect that if the six-way talks on the North Korean issue failed, the international community should put pressures on North Korea. The report described them as "slandering compatriots while standing in the way of a great march toward unification."

o The eighth round of reunion of separated Korean families was held in Mt. Geumgang September 20-25. The reunion, the third this year, will hopefully have a positive impact and become a routine event on important occasions like the lunar New Year and Chusok.

External Affairs

o In reaction to the decision of the U.S. military in Korea to deploy late-model Patriot missiles, North Korea denounced it as a "military buildup to boost capabilities to invade North Korea." The reaction was revealed by Report 848 of the Secretariat of the Committee for the Peaceful Unification of the Fatherland September 19.

o In a September 19 commentary of the newspaper Rodong Sinmun, North Korea denounced that the United States was engaged in bribery as a key means of psychological warfare to launch its war of aggression and that it was stepping up the bribery for the leadership class. This apparently was a warning against psychological warfare.

o North Korea and Russia signed a protocol for the fourth meeting of the science and technology subcommittee of the "trade and scientific technology cooperation committee" September 22. The move has apparently provided an opportunity to expand and develop a cooperative relationship in the field between the two countries.
