that Vice Chairman Ri Su Yong of the Central Committee of the Workers’
Party of Korea (WPK) and Laotian Vice President Phankham Viphavanh
signed an agreement on exchange and cooperation between the WPK and
the Lao People’s Revolutionary Party (LPRP).
On March 31, the North Korean media reported that a spokesperson for
the Ministry of Foreign Affairs, in a Q&A session with KCNA
reporters, argued that the break-in of the North Korean embassy in
Spain was a grave breach of state sovereignty and a flagrant violation
of international law.

of People’s Security held talks with Russian Minister Vladimir
Kolokoltsev of Internal Affairs.
